G.1. National Merit Scholarship Recognitions – Ann Sobrato and Live Oak High School Students
Rationale:
Morgan Hill Unified School District is proud to recognize Ravi Bhagat, Hilary Le and Tyler Pina of Ann Sobrato High School and Shreya Anbalagan of Live Oak High School for being named as a Commended Student in the 2022 National Merit Scholarship Program from the College Board.  About 34,000 Commended Students throughout the nation are being recognized for their exceptional academic promise. Commended students are among the top 5% of students who entered the 2022 competition by taking the Preliminary SAT/National Merit Scholarship Qualifying Test (PSAT/MNSQT).  

We are further pleased to recognize Jared Lebovitz and Neil Shah of Ann Sobrato High School on being named as Semifinalists for the National Merit Scholarship Program.  Jared and Neil are two of 16,000 students being recognized nationally, and will now continue in the National Merit Scholarship competition, which will award millions of dollars in scholarships. These semi-finalists are among the highest scoring entrants in each state and represent less than 1 percent of each state’s high school seniors.

Congratulations to these fine young students who are excellent representatives of the Morgan Hill Unified School District.

Rationale:
The District contracts with consultants or independent contractors who can provide valuable and necessary specialized services not normally required on a continuing basis. Pursuant to Education Code 17604 and Board Policy 3312(a), the Superintendent or designee (employees identified in Bd.Ed. 2021-22 Reso. No. 003) has the authority to enter into contracts with a value up to $100,000 on behalf of the District. These contracts must be subsequently ratified by the Board.

The attached document lists the contracts executed by the Superintendent or designee for the month of August 2021.

K. GENERAL BUSINESS - PUBLIC SESSION ITEMS FOR BOARD DISCUSSION
K.1. Approve Appointment for Citizen's Oversight Committee Member Active in a Bona-Fide Taxpayers Association
Rationale:

On November 6, 2012, voters residing within the Morgan Hill Unified School District passed Measure G. Measure G is a $198.25 million bond measure that authorizes funding for needed repairs, upgrades, and new construction projects to the District’s schools. Since the bond was passed in accordance with the provisions of Proposition 39, state law requires that the Morgan Hill Unified School District appoint a Citizens’ Oversight Committee (Committee) to oversee the bond measure.

In accordance with Education Code Section 15278(b), the Committee responsibilities are:

  • Inform the public concerning the District’s expenditure of Measure G bond proceeds;
  • Review expenditure reports produced by the District to ensure that Measure G bond proceeds were expended only for the purposes set forth in Measure G; and
  • Present to the Board of Education in public session, an annual written report outlining their activities and conclusions regarding the expenditure of Measure G bond proceeds.

The following Committee positions are currently vacant: member active in a business organization representing the business community located in the District and member active in a bona-fide taxpayers association. The vacant Committee positions were advertised on the District’s website and social media account.

One application was received in September 2021 for the role of member active in a bona-fide taxpayers association. After reviewing the application, Staff recommends that Brad Ledwith be appointed for the term of October 2021 – October 2023.

Mr. Ledwith previously served on the Committee from April 2013 to December 2019. Since he hasn't provided service to the Citizens’ Oversight Committee for more than one year (the length of the shortest Committee member term) he can be reappointed to the Committee and serve up to three additional two-year terms.

K.2. Adopt Resolution Regarding the Sufficiency of Textbooks and Instructional Materials
Rationale:
In order to comply with Educational Code 60119 (c) requirements, a public hearing was held on September 21, 2021 regarding the sufficiency of textbooks and instructional materials. The district had posted a public hearing notice ten days prior to the public hearing in at least three public places. The sufficiency of textbooks and instructional materials means that every student has a textbook or instructional material to use in class to take home to complete required homework assignments or that there is an existing purchase order for those materials.

Attached you will find attestations from each school verifying that the instructional materials have been verified. One outstanding order for ASHS is pending for a 2 week unit for Positive Prevention Plus (Sex Ed curriculum) that will be used later this winter. A copy of the materials surveys for ASHS is included to document that the order has been made in accordance with William's Settlement requirements.

K.3. 2021-2022 Theme Based Board of Education Meetings
Rationale:

The Morgan Hill Unified School District is embarking on a journey to create a unified MHUSD collective efficacy approach to ensure each and every student is successful, every single day via districtwide coherence and alignment. The Board will be participating in deep data dives in order to fully understand how our educational efforts are meeting the needs of all MHUSD students. Our goal is to systematically improve upon our student outcomes in collaborative and strategic ways.

The Board currently schedules two meetings per month (with few exceptions). Beginning in October, one regularly scheduled board meeting per month will be a ‘Themed Meeting’ highlighting a different topic per month. The attached schedule outlines the topics to be addressed each month.

K.4. Dissolution of All Kids Thrive Subcommittee
Rationale:
On March 16, 2021, the Board formed a new Subcommittee (All Kids Thrive) tasked with focusing on improving how we serve students through a systematic review of student data and programs for the purpose of focusing additional board level time on this critical need. Restructuring the Board meetings to theme based (once per month) will address the subcommittee's intended focus. It is now an appropriate time to formally end the named Subcommittee.

L. ADJOURNMENT
Rationale:
The next REGULAR meeting of the Board of Education is scheduled for Tuesday, October 19, 2021 with Open Session beginning at 6:00pm.  The agenda will be available on the District's website by 5:00pm Friday, October 15, 2021.
